Re: Municipal Payments

Multi-Material Stewardship Manitoba Inc. (MMSM) received notice from the Manitoba Government, that they are terminating the January 2011 Newspaper Recycling Agreement with the newspaper stewards in the province. 

This agreement had the Manitoba Government remitting newsprint fees to MMSM on behalf of newspaper stewards. The change is effective August 7, 2017.

Under the Waste Reduction and Prevention Act (WRAP) and Packaging and Printed Paper Regulation, newspaper stewards are the obligated steward. Newspapers are challenging the termination and have advised MMSM they will not pay for 2017 newsprint fees.

This places MMSM in the middle of a dispute regarding who will pay for newsprint recycling. The lack of funding for newsprint means MMSM will not have funds to pay municipalities until the issue is resolved. 

Based on the anticipated non-payment of newsprint fees, Paint Lake-Sustainable Development will receive $60.06 less per quarter, which is a reduction of about 2% from the first two 2017 quarterly payments.

We understand this is short notice and may create challenges for municipal programs, but unfortunately,

MMSM has no other alternatives given the recent decisions by the Government of Manitoba and newspaper stewards.
